| Any part or fraction of 1,000 gallons shall be computed as 1,000 gallons. Each customer shall be required to pay each billing cycle. The customer is required to pay the minimum residential user's fee and penalty charges or the computed residential user's fee and penalty charges, whichever is greater. |
